Ralph Anthenien, PhD, PE, served for over 18 years as the Program Manager for Propulsion and Energetics at the U.S. Army Research Office. There he also developed, managed, and coordinated MURI and STTR efforts and served as a Contracting Officer’s Representative and subject matter expert for fundamental research efforts with DARPA. His prior experience also includes serving as a Reserve Program Manager with the U.S. Air Force Office of Scientific Research, serving on the faculty at the Air Force Institute of Technology, and working as the Lead Combustion Researcher at the Air Force Research Laboratory. He is also currently an Air Force Reservist working in emergency management serving as a liaison officer to FEMA. Ralph earned his BS, MS, and PhD degrees in Mechanical Engineering from the University of California at Berkeley.

Dr. Frederick D. Gregory brings more than 12 years of experience at the cutting edge of neuroscience, artificial intelligence, human-machine integration, and defense research strategy. He has directed more than $400 million in research portfolios and has held senior scientific leadership roles with the U.S. Army, including at the Army Research Office and DEVCOM Army Research Laboratory. His work has included overseeing international research programs for the Army, leading multidisciplinary portfolios focused on Human-AI collaborative decision-making and neurotechnologies, and managing advanced research efforts in support of future Army capabilities. He has also overseen a DARPA program and served as a Defense Ventures Fellow. Fred received his B.S. in Biology from Morehouse College and his Ph.D. in Neurobiology from the University of California, Los Angeles, followed by postdoctoral training in Pharmacology at Emory University and Molecular Physiology and Biophysics at the University of Iowa. 

Dev Palmer, PhD, PE, LFIEEE, has over 30 years of experience in government research and development including program planning, implementation, execution, transition, business capture, business process, and personnel management. He has held leadership positions at DARPA, Lockheed Martin, and the Department of Commerce with cumulative responsibility for nearly $4B in research funding, has over 15 years of experience as a Program Manager at ARO and DARPA, and has participated in academic research as a university student, employee, and adjunct faculty member.

His work has been recognized by several awards, including the Army Research Laboratory Award for Program Management, the Secretary of Defense Award for Excellence, the IEEE Region 3 Outstanding Service Award, the DARPA Results Matter Award, and the DARPA Superior Public Service Medal. Dev holds four U.S. patents and is author of over 125 works in print, presentations, and electronic media. He earned the B.A. degree in Physics and the M.S. and Ph.D. degrees in Electrical Engineering from Duke University.

Laura has 15 years’ experience editing manuscripts and proposals and is a certified Editor in the Life Sciences (ELS). Laura holds a PhD in Biochemistry from Duke University and a BS in Chemistry and Mathematics from North Carolina State University and was a postdoctoral fellow at Yale University. Laura performs thorough, fully manual, English-language editing of clients’ proposals after a draft has been through content-related revisions with a program coach and Julia.

Program Coaches are research development professionals with STEM PhDs and extensive experience supporting faculty. Clients are matched with a coach based on discipline and/or the target sponsor(s). Also, we regularly engage professionals with specialized technical or sponsor-related expertise to further support clients. For example, our network includes those with program manager experience at the Department of Energy and the National Institutes of Health and with specialized expertise in preparation of NSF CAREER proposals. If consultation with these experts is indicated for a client, it is provided at no additional cost.
